Nevertheless, the Emperor adheres obstinately to his error, and even accuses the Phecda Bureau of attempting to overthrow him. Blaming CHEUNG-SING for offending the Emperor, PAK-NIN and his subordinates of the Moon Section tender their resignation. The Emperor sincerely believes what Reverend Celestine told him about the geomancy. He not only orders those court officials with certain animal zodiac signs that contradict him to wait outside of the hall each time he holds the court, but also banishes those who were born in the year of horse to the borderland.
